I like to imagine Uro is a teenager, living in an American city, who turned to drugs after her parents divorced/abandoned her (see the child event in the underwater place to see what I'm talking about. It's the saddest part of the game to me ;__;). She hates the city that she lives in so much that she wants to destroy it (giant event) because it holds so much bad memories for her.

I also think Sabi is British, even though there's no evidence to substantiate that.
