I just saw more spam, further cementing my belief that this should happen.
No, because proxies should never be blocked simply for being proxies. Many users rely on proxies for legitimate reasons concerning anonymity and filters at school, work, countries, etc. Spammers, unfortunately, are not a solid enough reason to take away this ability of site users. Also, the spambots are on bot networks that have their own dynamic IPs that are constantly changing. They're impossible to block like that.
