  1. Install japanese language on your windows (using control panel -> regional bla -> languages tab -> install files for east asian)
  2. Install AppLocale (search google)
  3. Run applocale, choose the RTP installer so you can run it in japanese
  4. ?????
  5. Profit!

One more thing, I've heard 2kki has some nasty bugs regarding Win7, you should also read - http://uboachan.net/fg/res/2790.xhtml , bunch of people's problems were solved there.
