This is the RPG Maker 2000 RTP, which is a set of files required to play games made on the RPG Maker 2000 platform. If I recall correctly .flow and Yume 2kki are RPG Maker 2000 games and you'll need to save the above link to your computer and unzip it. It's a .zip file so your computer can handle it without using WinRAR. Put the RTP in a folder you can find easily.

You will need this (not both - you can probably use the 32 bit version, but if you're like me and have a big fancy computer, you might need the 64 bit version instead) to unzip .RAR files. They work basically identically to .ZIP files except not and I'm not sure why anyone uses them, really. When installing, leave all the options that have been checked for you - if you're really very computer illiterate it's best not to mess with them. Like the RTP, put this in a folder you can find quickly, like your Downloads folder.

Once you have installed WinRAR and the RTP, right-click the .RAR file you downloaded containing the game you want to install, and choose "Extract to (whatever folder)". It will do the work for you. Go into the new folder created by WinRAR. Run whatever .EXE is contained within.
