i think she was in denial about wanting to die,so she searched her dreams to try to truly come to level with herself.After finding everything and soul searching, for a very long time. She got tired of that too, realized there was nothing left and jumped.
in other words, from her point of view, the stairs weren't there until you find everything.
This is where I think of the possibility of a happy ending. For instance, she was still dreaming after she got out of the Nexus. She needed to get rid of all the effects first because they were what were keeping her from going into the real world because the needed to collect herself, and her feelings after a traumatic experience. She needed to kill herself in order to prove to herself she had the courage to step out into the real world. The bloodstain meaning it also killed her ability to lucid dream, and the Jellyfish saying "Goodbye, Madotsuki! :D". That's just my opinion.

she was sleepwalking and brought the stairs from her invisible laundry without knowing it?idk i keep thinking that when mado goes to sleep and walks out her room in her dreams, she actually goes sleepwalking irl.that's my only reason for why she can sleep so damn much and then some

I mean her door is locked 24/7; and assuming she had parents/roommates, they wouldn't have walked into a child's room to put stairs next to the balcony. She was also sleeping when they appeared. Her putting all the 'effects' in an egg symbolized her letting go of all the literal things and memories that affected her agoraphobia, and anxiety in the real world. They were eggs to symbolic of rebirth. Then she woke up when she fell off the building, like when you use the witch effect to fall off the mall building in her dreams. My theory is that Kikiyama doesn't really know how to handle one-time effects. So he had the stairs suddenly spawn, so you couldn't activate their effect until the very end. Maybe.

So if he wanted them to always be there, he'd just need to put the 'not usable' event with the graphics for the stairs.
