No. To put it simply, NEET is just someone who refuses to work/go to school/training(military, etc) NEETs can go outside without fear, and very much do so. Generally they have some source of income, leeching off of someone, or whatever.Hikikomori is more of a shut-in type thing. FFFFFFUUUUUUUUUUUUUU--Also, NEETs have more technology than hikkikomori, it seems. the ability to ninja out and buy stuff is good to have. So it depends on if youre scared of people or not to me.
Hikki is more of a subset of NEET. NEETs just don't work or go to school, they mgiht live perfectly normal lives apart from that. Hikkis don't leave their house, or even their room.
